New motherboard, USB ports don't work

Hello, my motherboard went dead recently, luckily my laptop was still in warranty, so they replaced it with a new one. I got it back yesterday and right away spotted some problems:

1) The usb ports on the right side next to the cd drive do not work at all, they don't even give out power, I've tried plugging in my phone and it won't even charge, while the usb port on the left side next to the HDMI and headphone and mic jacks works fine.

2) Laptop won't go to sleep mode when I close it, I've checked the Power settings, it says it should sleep when I close the lid, but it doesn't.

Laptop model is Dell Inspiron N5050, service tag: CTTTMT1

I recommend get back to the people who did the work on your laptop.
Their is a good chance something wasn't hooked up properly.

It makes sense, since the sensor that is triggered by the magnet is near those usb ports that don't work, it probably is a hardware issue, because it doesn't even turn off the display when closed, not even in BIOS. I'll call them up and see.
