New Pc, boot problem every time after format

Hello
I bought a new HP PC last month, it's a HP Compaq dc 7800p Small Form Factor, 160 HDD, CPU Core 2 Duo (2.66Ghz), 4Gb RAM, ( it was 2Gb Ram then a added another 2Gb " hynix 2gb 2rx8 pc2-6400u-666-12 " ). With windows 7 Professional 32bit.

the first 3 days everything was perfect, until a restarted a computer to get the Startup repair loop, I ended up reinstalling Windows 7, a couple of days after... again Startup repair loop, this time I format the computer then run these command to prevent startup repair.

bcdedit /set {default} bootstatuspolicy ignoreallfailures
bcdedit /set {default} bootstatuspolicy ignorebootfailures
bcdedit /set {default} bootstatuspolicy ignoreshutdownfailures
but this time, windows automatically restart after the loading screen. I again format the PC a couple of times and the same problem every time...

any suggestions :confused:
