Nevermind I restarted and disabling smart fan in bios did do that (forgot to save changes last time). but i was still able to change it with speedfan back from on/off to software controlled... Instantly going back down to whatever was originally set in my fan control settings.. but still slow to adjust to any further manual fan speed changes........ Takes over a second to even hear an audible change in fan speed before it slowly changes to whatever i set it to..
like say its manually set to 100%.. running at 100% RPM.. with automatic fan control disabled and software control used..
Then I change it to software controlled.. I see it instantly lower down to 45% in the main speedfan window.. but the fan responds much later.. and takes over a second to audibly change speed...

Yes. PWM2 is set to software controlled and works to control the CPU fan speed (same as manual. but different name than in your screenshot)
My PWM1 doesnt do anything.. Listed at 0RPM in speedfan as well.. Changing its speed or mode doesn't seem to affect anything in the computer.. (Maybe its the PSU fan but isn't adjustable via motherboard circuitry?)
What should the PWMOUT clock be? it lists between 0.75M and 48M but doesn't seem to affect anything at max or minimum. I changed it by accident and dont remember what the default should be. so i set it at medium setting of 6M

Here's a screenshot... Don't know what this does but I dont think it'd be good to mess with it too much.... might be important.
Fan speed only changes instantly/hyperfast if I change between manual fan mode and on/off or from between smart and on/off...... but not when its on manual and i change the fan speed on the main speedfan window manually. or with any of speedfans automatic settings based on temperature.....

I use realtemp as well... Same temps listed as in speedfan... The last two cores > are at 33-42*C (idle and max load GPU and CPU)
Almost no temperature increase when max CPU and GPU load... just a few degrees.. Fan set to smart-guardian and its still staying about the same... no fan noise either.. very quiet.
The CPU is locked at its turbo state with idle frequencies disabled. so constant 2.42Ghz and much more stable computer performance than with idle states enabled too.. no more random framerate drops in minecraft.
Idle is around 32-39*C and max load after 30 minutes GPU and CPU 100% load is about 42-45*C

Still not bad for a stock cpu cooler
Anything better would need a better cooler.

How would I put those in?? My CPU heatsink doesnt have screws or a mount... It just snaps in with plastic one-way push pins... Also seems glued with some kind of thermal glue compound... doesn't seem like it wants to budge.

That is for a normal socket design, there's only has the two holes for that thermal pad(most likely) heatsink as it is a BGA socket. I agree though those temps are very low already, your cpu does not even throttle till 105c I would just be happy with what you got and honestly can probably run your fan on lowest setting. If at load it gets even 65c your fine.

I would keep a fan on it yes, if your loading at like 60c your fine same if your idling in the 40's. Those are relatively low watt cpus so can take some heat.

i read in hwmonitor it says 3-5W package or something when its 100% loaded. and drops down to almost 0.1 when idle!
if i change the fan speed slow enough I can run it at about 600-800RPM
it still cools the CPU enough to keep it below 50*C on load. and completely 100% silent unless i put my ear up to the case.
though I still can't change the fan speed fast as i'd like.. It ramps up or down too slowly unless changing directly between the different fan controlling modes like softwaremode smart. and off/on.

Found a great way to mount the fan using 4 short pieces of cord from a usb cord that fits just perfectly the right size for each fan screw hole. and fits perfectly into the heatsink.. also makes less noise and cools a bit better now as well. Had to press it on and feed the wires in between the heatsink fins but it fits perfectly and snugly. and perfect size for each one too. about an inch long a piece. wouldn't even know the fan isnt screwed in.
