Welcome to SF,

What type of Security or Firewall software that you're using? Might be interfering your browsing in Normal boot? Completely disabling it of uninstall then reinstall might help.

If that didn't help it can be some malware activities.

Check your internet settings first

You need to check your internet and network settings first.

Do you connect to a home router through LAN to access internet or do you directly connect using a Dial-up modem?

If you access internet the first method through LAN connecting to a Router, then go to Network Adapter Settings and select Wireless Network connection OR Local Area Network Connection (depending on through what connection you access internet whether it wireless or network cable) then open Properties and set both IPv4 and IPv6 settings to Get IP Address Automatically and Get DNS Settings Automatically.

Then open Internet Options, go to Connection tab and set to Never Dial a Connection.

Above applies only if you use use LAN to access internet.
