No New Mail Notification Icon in Outlook 2003

I was running Office 2007 and went back to office 2003. Now in Outlook I don't get a new mail notification Icon when I get new mail in my inbox. It appears the desktop alert isn't working either, I haven't noticed it so far. I've gone into tools > options > e-mail options > advanced e-mail options and all the boxes are checked for play a sound, show an envelope, display a new mail desktop alert etc. I've un-checked and rechecked them, and the preview desktop alert works. I've done the detect and repair, reset all settings to default, and set it all up again and it still doesn't work. I un-installed office 2007 before installing office 2003. I'm running windows 7 x64 and I've checked the customize the notification area window, Microsoft Office outlook is listed but the New Mail Notification Icon is not in the list. It worked in outlook 2007 but not the way I like it to work, so thats why I went back to office 2003. I like to leave outlook minimized until i see the new mail icon so this is a pain in the but and really annoying. Any help in fixing this would greatly be appreciated.

The problem is in Outlook 2007 the envelope icon will show for messages that are delivered to the Inbox. When a message is moved by a rule, the envelope icon is not shown. In Outlook 2003 the envelope icon would show for every message that comes in; even when moved by a rule. I like to use rules to filter my mail into folders, if I do that, I loose the new mail notification icon. It looks like my outlook 2003 rules have been upgraded so now they are the equivalent of the outlook 2007 rules. I didn't do it manually but I noticed the upgrade rules button is grayed out. I think Office 2007 left some stuff behind when I un-installed it and it got integrated into outlook 2003. I know when I create new rules the options displayed are the outlook 2007 options I saw before. I've got my desktop alerts working by using a workaround for office 2007. But now even though I've gone back to outlook 2003 I'm stuck with the outlook 2007 functionality and no new mail icon if i want to use rules. I don't want to do a system restore because office was one of the first programs I installed so I would loose almost all of my installed programs and not be sure it would fix it.
