NSIS error. All downloaded files corrupt

It seems that my computer cant run any exe files I download from the internet. They all download just fine, but when I open them I get a corrupt message reading

"Installer integrity check has failed. Common causes include
incomplete download and damaged media. Contact the
installer's author to obtain a new copy.

In some cases I just get a message saying file is corrupt. I've tried turning my antivirus and my firewall off and that hasn't helped either, I've also ran updates and everything. The program steam also cant seem to download anything without pausing every second. I'm not sure if these two issues are connected, but more info helps. Help would be greatly appreciated.
