Nvdia GTX 460 not functioning?

Hi i am having a strange problem and need to figure out what's wrong. I was playing fifa 2014 when artifacts appeared on screen and game froze at the same time, frustated i decided to clean dust from GPU. When i plugged the GPU again i found the pc wouldnt run more than 640x480 and distorted colors on screen would appear. When i removed the nvdia drivers and gpu i can run at 1280x1024 max but several horizontal lines are appearing on monitor. The device manager shows error 43 and reverting back to old drivers doesn't work. I have tried using 8x slot to no avail. The card and monitor are both out of warranty and i am not sure which one is the culprit? Screen shot is attached.

What is the picture suppose to show? I see nothing out of the ordinary?

If you took a screen shot, it will not record any anomalies that occur in the graphics card or monitor as the data for capture is take before the graphics processing.

Make sure that the video card is seated properly and the extra power connections have been make properly

Try using the monitor on something else. If the problem stays, then it is the monitor. If not, it is the card. But just to make sure, you should try borrowing a friend's monitor and try connecting the computer and if the problem stays, it is the card. Or you can try changing to your interegated graphics.

Thanks for the reply. It was supposed to show 20 or so rows with tiny horizontal lines closely spaced together in all of them. The GPU has been found to be defective and will be repaired shortly.
