Old computer randomly stops reading certain USB devices

I'm operating an old Alienware Alpha i7 console computer, there was an issue recently that I had experienced with the USB drives no longer reading my external hard drives, they haven't died, they just won't specifically be acknowledged in this computer. The external USB hard drive worked up until my computer decided to start experiencing some sort of electrical glitch on the external hub that now caused certain things that plug in like keyboards and mouses to completely disconnect while in use. I've tried plugging the device into other devices and it worked, but I'm having difficulty finding a solution. If I buy another hard drive specifically for this computer, that would absolutely be a waste of money as I know for sure it works. But it's bothering me that no matter what USB slot I insert it in, it doesn't read. I even went ahead and deleted the driver files hoping that once replugged, would reinstall as normal, as when I had it inserted with the drivers installed pre deletion, it wouldn't recognize the device. The external is a Toshiba Canvio Advance Plus. once again, I don't believe it's the external, even though it won't read anymore, which I'm not sure it will even with the correct drivers, but the computer itself is suffering from some kind of internal electrical failure? My location suffers from random power outages which could be the cause of some kind of deterioration? I'm not sure. Maybe somebody could help me out. Thanks in advance.
