How can I open Backup and Restore center through cmd?

No need for the CMD, you can use control panel as you saw or

Type back up and restore, in seach, by the windows globe, start button. And then restore my files.

I am making a program and i need the command-line version of opening it.

I guess this should initiate backup sdclt.exe /configure and for restore sdclt.exe /restorewizard
