Outlook 2007 links no longer open

I recently installed an update to Windows Security Essentials and ever since I can no longer open links contained in my Outlook 2007 emails. In an effort to correct the problem I completely uninstalled Windows Security Essentials but that did not solve the problem. When trying to open an email hyperlink I get the following Outlook 2007 error message, "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator."

I am the only user on this computer and I have administrator rights.

This is what I have found. If true, a simple system restore from before the problem, will solve it
