Outlook can no longer access one of my email accounts

I have 2 email accounts that were configured in outlook and both worked fine. But outlook was slow to send and receive, not badly but enough that i sought a solution. I found something that suggested i delete a file in C:\Users\my name\AppData\Roaming\Microsoft\Outlook. I didn't delete it but saved it to desktop then restarted outlook. It then would not connect to the email server of one of my accounts, but the other worked fine still. So i replaced the file and still no joy. Deleted the non working account and tried to add it back but it couldn't find the server still so it couldn't configure it and i can't do it manually because i don't know te server settings and the email provider has no info on that. Then i uninstalled office and reinstalled. No joy trying to add the account, tho the working account was in there so it was stored somewhere on the PC and maybe if i knew i would find the other there too and could delete it and maybe that would help if something in it is corrupted. Uninstalled office again and looked to see if that folder at C:\Users\Dale\AppData\Roaming\Microsoft\Outlook was still there and it was, so i deleted it and found the one in program files was there still too so deleted that. Then restarted and installed office again. Nothing. It just will not connect to the server.

I know you're thinking the email server may be having a issue. But i can go to it as webmail and i get and can send emails from it. Plus the fact it started when i moved that file suggests something is corrupt. Guess i'll google "outlook 2007 clean uninstall and maybe that'll do it. In the meantime, if anyone has any ideas i'm all ears. I've googled it even using the error number and even then no joy.

Who is the email provider?
Seems odd they can't give you the server info if they support users accessing email with the Outlook client program.

It's a little known provider that hasn't had any support or info for years. It was my first account in about '99 and soon after they stopped accepting free accounts yet have allowed my account to stay. But theres zero info on account settings and they don't answer emails or anything. Kinda odd, but i've had it as my main email so long i can't give it up. Anyways, thats not the point. I just want to see if anyone knows what could be causing this locally. I've also tried sys file checker and created a new email profile. Still won't connect. I suppose it's *possible* theres some issue with the provider, but given the circumstances it seems extremely unlikely.

In Control Panel > Programs and features you can try a Repair of Office.
Select Office in the list and click Change, then select Repair when the window is displayed.

Any chance you have a Restore Point from before the issue started?

Well, for some reason i was finally able to get it to auto configure the account so i now have the account in outlook again. But it still won't fetch mail from the account and gives me an error about not being able to "synchronize subscribed folder", error (0X800CCCOE). I tried updating folder list but didn't work.
