Can no longer access computer after factory reset

I have an emachines e627. I think it's Windows 7 Home Premium and it's definitely a 64 Bit. I factory reset and the computer shut off after the restart and never came back on.

Instead it shows Windows Start Manager.
Status: 0xc000000f and
Info: The boot selection failed becasue a required device is inaccessible.

I have the product key and the recovery disks that I made on first getting the computer some years ago. However the cd rom drive isn't reading so I cannot reinstall it from the disks. Can I download windows 7 from somewhere to another device (not the computer since I can't access anything) ? Or is there something I can do to revive it?

Nevermind, I got the DvD/CD-Rom drive to work after 3 days of attempts and cleaning. If anyone has answer to this though might be worth noting for the next person who cannot get their drive to work at all.
