Outlook won't let me follow web links in email/msg says restricted

Hi,

Seemingly out of nowhere, Outlook displays the following message when I click on a link in email:

This operation has been canceled due to restrictions in effect on this computer.
Please contact your system administrator.

I sometimes wish I had a 'system administrator', lol. This is just my home pc. I can't think of any changes I made.

Suggestions?

Edit: This is Outlook 7 on Windows 7 Home Premium.
