PC freezes in safe mode on MUP.SYS file

I have a PC that froze up during use. No new software has been added, with the exception of Critical updates released over the past month. After a hard reboot, the PC would freeze up during the Windows boot screen - and in safe mode, it freezes while loading MUP.SYS.

here is what I've tried so far, each failing to resolve my issue:

* Clear BIOS by removing CMOS battery
* Performing a CHKDSK of the system drive. - no issues found after running for 1.5 hours
* Moved the one memory module to the other available slot.
* fitted different HDD preloaded with fresh XP SP3 from a working PC

I even tried to do a fresh install, it picks up the disc and starts to download the files – then the Windows logon screen appears again and it freezes up again – I left it for 2 hours last night and it just sat there!

Is there anyone that has any idea what is going on here?!

Run a system file check to verify and repair your system files.
To do this type cmd in search, then right click to run as administrator, then
SFC /SCANNOW

It may need to be run up to three times before successful
