PC stuck in safe mode boot up

Im on Windows 7 Home premium 32bit, I recently tried to boot in safe mode via msconfig.exe . When I restarted my computer my monitor is on but does not activate at all, like its asleep. My keyboard and mouse are active but my monitor is just stuck in this sleep state. I tried hooking monitor up to another pc and its fine. So the issue is with the safe mode boot up itself, any ideas whats going wrong here? since I used msconfig.exe to do it my pc will continue trying to boot in safemode until I can access msconfig again to change it :(

Safe mode only uses the bare minimum drivers it needs to start, your video driver may not be loading.

Is the monitor connected to a video card ?

Or the motherboard ?

I have a graphics card installed but last I knew when a pc boots in a safemode it defauts to the onboard graphics card, I shouldn't have to remove it physically from my tower.

it will use the graphics card but will also maybe use the default output on it. what output you using to your monitor, also as it boots hit F8 repeatedly and you can get into the menu to boot normally.
