Solved PC will not boot, only fans working

hello,my latest comp. go fried during last storm.
so i bought new box(with PSU 400w) i also bought new motherboard cos i couldnt decide what was broken after storm.
I set it all up as in manual instruction.
but i noticed something is wrong as soon as i plugged in power jack into my PSU. (on back) side of comp. I didnt even switched PSU on and all fans started to work,PC not booting or any beeps or any lights occur.
so,new box with power supply,new motherboard,old processor,old HD and old memory.
whats my problem here.

make sure your 4-8 pin cpu power connector is plugged in to the motherboard. you could try taking out all the ram and testing one at a time to make sure you dont have a bad ram stick. reset the bios by pulling the cmos battery out and unplugging it for 60 seconds. worst case scenario, your cpu is fried.
