Since some time I always have black icons and neither RefreshIconCache.bat, ReiconCache nor RebuildIcondb helps!
They just delete IconCache.db or Icon.db but the file is not restored.
Recover/repair programs also do not help.
Thankful for a solution.

More info:
If I - just as a test - put in a dummy file called icon.db, the bat files delete it and it is not restored.
Strangely the bat files all end up opening "Libraries" ... what for?
I now deleted a number of thumbcache*.db under Users\User\AppData\Local\Microsoft\Windows\Explorer but they came back.
That did not help, either.

Somehow IconCache.db appeared - together with Icon.db - but did not renew.
I now use a bat file "taskkill /f /im explorer.exe" and then delete the *.db and restart explorer.
But it did not help.
When restarting Win7 32, there for a very brief moment appears a window that seems to have all icons as it should.
But it then quickly disappears and the black icons are back.

Incredible!
All I needed was to remove shortcut arrows with Vista Shortcut Manager!!! (FxVisor.exe)
Now my icons are back...
