Ping issues

I have read a number of threads related to this that have no answer.

I play a few games Counter Strike:Source, Armagetron Advanced, and so on and when i play them my ping jumps around from normal around 60 to 250 - 350 CONSTANTLY!!!! (Notice I Stressed That).
This only started happening since I upgraded to Win 7 Build 7100 from Win XP Pro SP2. I have tried Swarfega's post as a solution it did not help. I have also tried reseting my modem, and router. I have called my ISP their response is "Its not on our end Sir".
I like Windows 7 I would like to continue using it, but if i can find no solution to this problem i will be forced back to XP.

Please help me find a solution!!!!!!:shock:

Also i find this to be an internet problem thats why it is posted here rather than in gaming.

rather i would sujjest you go in a strategical manner ie first upgrade ur computer to vista and from their to win 7 then check with the compatible issues bcoz there are many glitches regd this compatability so 1st check with the availability and then shift in chronological manner then im sure u can get the correct response.
