Are you using an 'en-us' version of windows or is it a chinese or russian version with an 'en-us' language pack installed? if you are then maybe the lang pack is playing up.
If it's not the above, check your 'Keyboards And Languages' settings are set to your correct location/language, this can be found in "Control Panel->Region And Language->Keyboards And Languages".
(Note: 'English (US)' has slightly different key setups to 'English (UK)' etc...)
