I'm having a problem with my Laptop. It runs on Windows 7 Home Premium 64 bit, it is a Dell Inspiron 1545. Everytime I start up my computer, it goes to the black screen with the choices "Start using Windows Start Up Repair" or "STart Windows Normally". If I start windows normally, it does a quick blue screen, restarts, and goes back to the same screen. If I use Start Up Repair, the only thing that happens is it goes to the start up repair and the only thing you can see is the corsour and the background. It does not work, and I have tried everything, including F8 and the other options at start, but the results are the same, it either blue screens then restarts, or I go to system repair and the background is the only thing I see. I have no disks, because I bought the computer with windows 7 already installed. Please, help me!

Welcome to Windows Seven Forums.

It's a great pity you didn't create a set of recovery discs when you first bought your computer.

Is the computer still under warranty? If it is you need to contact Dell Support, who will probably send you a recovery disc for a small charge.

If your computer is out of warranty, you might want to consider a clean install using your COA product key to activate the installation.

This excellent tutorial explains the full procedure.

I bet its a damaged hard disk, but thats just my opinion, try running some disk checking utility just to be sure.
