The icon looks identical to the one used by Logitech with it's Logitech Unifying receiver software, which allows you to use multiple Mice/Trackballs Etc on Multiple devices, it normally runs as a hidden Item, but may appear for a short period when it checks for updates ETC, it shows in the normal windows Task Manager
If you have recently added a Logitech Wireless High end Mouse / Keyboard or other controller to your system, then this is perfectly acceptable, if you have used a Logitech device for a long time it may be that it's just become a bit more noticable, (similar to the old issue - You never see a fault with something in the real world until you notice it once and then you see it every time you're near the item).
If you do not and have never used any Logitech devices then I could be that some other process uses a very similar icon, or it could be something more malicious and I would suggest a malware scan is a good idea

Sysinternals Suite contains everything you will ever need (and a few that I in forty years of Microsoft support have not yet got round to). The main ones to look at are Autoruns that shows
Every item that boots with windows, and Process Manager / Process Monitor that allow you to see exactly what is going on "Under The Hood". All the tools are fully documented in the link I gave
