Popups look like windows 98

So I reinstalled windows for the first time a week ago and everything seems to have worked fine. However my popups look like windows 98 for some reason and the icons on my desktop look like xp. Even though i have "Adjust for best appearance" Enabled in advanced system settings
This all started after i stopped a svchost.exe process that was eating all my ram and slowing me a lot

I don't see what the issue is? The icons are Windows 7 ones.
