Solved Portforwarding not working

Port forwarding: Change outside ports (public start and public end to 8081, don't change private start and end)

Try adding your current logged in account to "D:\xampp\tomcat" security (right click folder - properties - security - add etc) and give Full Control.

Keep it simple for now, disable Windows Firewall for both public and private networks and try that port tester again. Make sure Tomcat is running while doing the test.

The port tester does not allow testing if Tomcat is running/port is in use.
I ran the tester with Tomcat turned off to failed results.

Ok, Simple Port Tester doesn't seem to run reliably. I can reach tomcat from Internet and it will still say failed.
While testing I noticed if my router firewall is set to high I can't reach inside even with a port forward.

So, go into router and disable firewall to test. If works, try the next level of firewall (if there are levels - mine are low, moderate and high for example)

My router firewall only has enable/disable so I set it to disabled.

I tested 8080 and 8081 at Open Port Check Tool and both failed.

Is this a lost cause?

That port checker is a fail for sure Don't trust it. It was failing for me too but I could still open Tomcat from Internet, go figure.

Make sure Tomcat is running, with it turned off nothing listens to the port
Windows Firewall off for both private/public
Router Firewall disabled and Port Forwarding active/enabled
Try Open Port Check Tool - Test Port Forwarding on Your Router port 8081

Try factory resetting the router (check manual). As it seems the router is at fault? Maybe we are missing a setting in router.
Can you post screenshots of the router management page?

I have tried factory resetting - twice.

I might post an entire screencast (perhaps upload it on YouTube) of the router management interface in the weekend. I have internship during the weekdays. Thanks for your continued support.

If nothing works, you can try portforwarding with uTorrent. (You dont have to download anything with it, just leave the program open)
I did not make the tutorial myself, but it worked for me.

I asked around a local community using the same ISP. I have found out my sneaky ISP (Globe TeleCom) has been changing the WAN IP Address of any non-commercial subscriber to Private Dynamic IP so no port forwarding will ever work until I pay an extra amount for Public Static IP on top of the monthly dues. Thank you for all your help. F*ck the Philippines.

Kathy, sorry to hear that. However, I have a trick that we can try to bypass this restriction. It would involve 3 free services:
- VPN service: OpenVPN (free for 500MB/month): https://openvpn.net
- Dynamic DNS service: Free Dynamic DNS - Managed DNS - Managed Email - Domain Registration - No-IP (may not open in browser, try the newly installed VPN to reach, if that fail too we will see what to do if it is the case)
- DDNS updater for Windows: Since you won't be able to use router's ddns client, we will bypass router. Usually provided by DDNS service provider.

If you wish to give this a go, then:
- register with OpenVPN and download its client
- test the VPN
- if you can reach noip server, register a free account and download the ddns updater client
- when you test the individual services, we will see how to incorporate all involved (vpn, ddns, windows firewall etc)
You will use the VPN only when you want to connect from outside.

Create a manual System Restore point before installing the software.
