Port forwarding: Change outside ports (public start and public end to 8081, don't change private start and end)
Try adding your current logged in account to "D:\xampp\tomcat" security (right click folder - properties - security - add etc) and give Full Control.
Keep it simple for now, disable Windows Firewall for both public and private networks and try that port tester again. Make sure Tomcat is running while doing the test.
