Power button in start menu changed to log off automatically?

power button in start menu changed to log off automatically
i can't change to shut down in start menu properties
there is only switch user,log off,lock options
pleeeeease help:shock::shock::shock::shock::shock::shock:

I also did a system restore

Can you set it using the Group Policy Editor?
