Power Management Reverts to Default

My OS is Windows 7 Pro 64bit.
There are Two Problems which are related to each other.
The Power Management keeps reverting to default settings, weather I use Balanced or High Performace.
Ea; If I Setup things like , Turn off the Display, Put the computer to sleep, require a password on wakeup, turn off hard disk after, sleep after,turn off display after Say 5 Minutes.
Some time later in the Day These Settings have all Reverted Back to Default.
Now at this point if I go to Services I Noticed that These Settings have also Reverted to Dissabled ( SSDPDiscovery, UPnP Device Host and Themes) .
Now I don't know if the Change in my power management Settings is Causing the 3 Services Settings to Revert as well or Vice Versa, anyway it's very annoying, and no matter how many times I reset all the settings the way I want them they Change.
Note that I have Observed that this Problem also Happens to Windows 10 and All versions of Windows 7.
Also note that All my Versions are Clean, infact I have my Own Genuine Copy of Windows 7 Pro and it happens with this one as well.

Hi Sparks,
Lets see if we can get a bit more Info.
Please goto
ControlPanel>Admintools>EventViewer>Expand Windows Logs>System
Then in the right hand panel Select Filter current log
From the dropdown arrow for Event Source select ThemesCPL
Then overwrite AllEvent ids with 7036
Click OK
Post the data.

I went to Control Panel as you said but i cant see in there , where to ( overwrite AllEvent ids with 7036 ) as you say

From the control panel you have to select >>everyone<< of those mentioned to get to the filter page.

( torchwood ) I'm not to happy modifying that Setting.
I've never been there before and don't understand what I'm doing.
You could help me if you could explain just What Exactly is your Reason to Modify those settings and What should it accomplish.
Would I be right in guessing that you suspect that The Themes have something to do with my Problem.
If so I could simply Remove all of the Themes and run my system for a day without themes to see if the problem goes away.

Never said anything about modifying, its just a report
If you post the output from my instructions it will hopefully tell me whats changing the settings.

A question for torchwood.

Would it be best to reboot after changing the settings sparks79 is having a problem with keeping.

No it doesnt matter reboots are primarily for
REGedit changes, but not standard user options.
