Solved Power Surge detected upon reset, windows 7 only starts up in Safe Mode

So about an hour ago my computer decided to crap out on my, when on reset my ASUS informed me that there was a power surge and was prevented. But now all I can do is access my OS via Safe Mode even if I choose to "Start Windows Normally". If I do it simply forces it into Safe Mode again. I'm at a complete loss if this is a software problem (I'm hoping so). Or if my motherboard or something else internally has been compromised or damaged when said surge happened.

Any thoughts on this or possible solutions?

Try unplugging the PC from the mains power for a minute or two. Also try loading defaults in BIOS.

You are the most amazing person that could have ever helped me!!!! I didn't even have to unplug or default my BIOS, the link you left for safe mode showed me exactly what to do. my MSConfig boot menus had "safemode boot" checked, I unchecked it and the problem was immediately lifted. I cannot express the utmost gratitude for what you have done for me today, as I am currently mourning a loss and my computer was my only outlet to escape what had happened. Thank you again so so much for the help.
