Problem creating Password Reset Disk

Using the Forgotten Password Wizard, I'm trying to create a Password Reset Disk in Windows 7 with a CD-R. The first step says it's the way to create it.

I follow the steps exactly, but when I get to the final step after typing in my password and hitting NEXT, I get the following "Disk Error" window, despite having a disk in the drive:

Please insert the password reset disk in the drive.

Am I the only one having this issue? Any fixes? The drive seems to work fine otherwise, and I've tried rebooting and different CD-Rs.

Ok, I feel kinda stupid. My DVD/CD drive is E:, and the Wizard only allows the F: drive. So I guess I should figure out what my F: drive is.
