Problem saving Device Discovery in Advanced Networking and Sharing

I don't know why this is happening, but I'm assuming it might have something to do with running an application from tweaking.com called Windows Repair, which I paid the extra money for the Pro version, since I noticed this problem shortly after running this application.

First, I started troubleshooting a problem when my Nvidia GeForce Experience app quit recognizing my PC from my Nvidia Shield Android TV. When I go into Network and Sharing settings and then advanced settings, Network Discovery is unchecked, media streaming is not enabled, and whenever I try changing the settings to enable them, it never saves them. I tried using my WiFi connection to connect to my router, instead of the hardwired connection I usually use, but I have this problem on any network connection. I tried running the Windows troubleshooting on my Homegroup connection, which first tells me it will check the network settings first, and when it runs the Network Troubleshooting, it tells me that the peer to peer networking services aren't running. When I click on the option to change these settings, it comes back with an error telling me it can't change them.

There have been other instances when I try making changes to something in Windows or deleting some old directories and cache in my Windows User Profile directory (old software that was removed long ago but the directories still exist) but I couldn't delete them because I didn't have the authorization to. I've run across this error frequently after running this Windows Repair application which makes me think all of this might be related to something that was changed in my User Account Profile.

Does anyone have any ideas or suggestions for what might be preventing me from saving the changed I make in the Network and Sharing settings? If it is related to something that might have been changed to my User Account Profile, is there a Windows FixIt solution I could download and run to reset all the Windows permissions? I thought about reinstalling Windows to overwrite any changes that might have been made by this Windows Repair application I downloaded from Tweaking.com but my OS is installed on a Samsung XP941 M.2 PCIe SSD and it was a pain in the butt whenever I set it up initially to use it as my boot drive so I'm not sure if reinstalling Windows will be as easy as inserting a disk and just running setup.

I would really appreciate any advice on what might be at the root of my problems and what I can do to fix it. Thanks a lot!

Well, I setup a new admin account, migrated the info to the new user, and it seems to have fixed my problems with setting network discovery and sharing files on my network. The only bad thing is some of my software had to be reinstalled, and now my Microsoft Framework is a mess. I found a post on Microsoft's Technet website about the steps to go through setting it back up, and it hasn't been easy. Apparently, since it's such a large part of Windows, I have to run a cleaner and then start installing the Framework beginning with version 1.1 and gradually move up. The problem I have is when I get to 3.5, it won't install. From what I read, this is the version when Microsoft started using a newer installer, but that won't install either. Windows 8 and up has all these features built-in, but I'm trying to stick with Windows 7 Ultimate.
