Problem with turning computer on

Guys,

I know that most of you here know for a problem, in my opinion hardware related, when you hear a little noisy sound that comes out from your computer case, your machine is not turning on but having power, and you wonder what that might be... So, I usually used to resolve this problem by disconnecting all cables and plugging them back, when I had old computer, and it miraculously worked. But today, that happened to my friend.
And I thought that it had to do something with his HDD or with power supply... I tried every possible solution, from disconnecting cables, redirecting main cables inside case, but nothing seemed to work. Machine is powered normally, but monitor isn't powering on and that noisy sound is really stubborn.

What else can I try to fix this? Any hardware part change might work? Any help appreciated :)

Can you describe this "little noisy sound"? That could mean almost anything.

Can you isolate the sound? Open the case and listen for where it is coming from. Sometimes a length of vinyl tubing or a paper towel tube to your ear will help.

Can you switch your power supply and his to test to see if it is the power supply?

Beep sound

I can hear beep sounds coming from the case, actually one long beep and then nothing... somewhere I read that it might be related to GPU or RAM... I don't know how exactly to fix it, but I will plug GPU and RAM out and back, so it might work... :)

I have searched it up, and it is a RAM problem. Reseating may work.

Is this the original RAM you started out with, or have you added more RAM recently (around the same time the problem started)?

12GB is an odd number. Do you have 3 matching 4GB sticks?

Ok, I will check RAM though... :D Yet, it's not problem with my RAM @TVeblen, my 12GBs work just fine... it's up to my friends, his computer's in problem(he has 2Gb DDR2)... Soo, I will give a check to the RAM next day, and will report back, thx :)

Guys, I had no time to look before, but I've finally checked few things on my friends computer. I've checked RAM, tried to place his 2 sticks into different slots, and before all, I did pull them out and GPU too, because I had to clean some dust on them. Unfortunately, that didn't help... that long beep is still present. Only what I haven't tried is to change his power supply. He has no reserve PSU. If I find one and it gets working, then problem's solved :)
