Hi there.
Well, I've been having this issues as of late with CS4... I had it running on my PC in Windows 7 Professional (64bit) for a while but I noticed some problems. First the only way I could run photoshop was as a 30-day trial version and illustrator would never open. So I uninstalled it. And then came the nightmare.

Please note I had previously installed the complete suite... which was a waste of space for I don't use all applications.

When I tried to install again, this time I only installed photoshop, bridge, illustrator, indesign, acrobat, flash, dreamweaver and fireworks and the rest of the stuff... everything went fine for a moment when an error popped up saying something like this (my win7 is in spanish):

Warining
Error (and a big red cross)
Couldn't install the following applications:
Indesign
Photoshop
Illustrator

and says you can resume the installation for the rest of components and applications.

I don't seem to come up with an answer, right now I'm about to download Adobe Clean Script to try and see if I can clean all records from the previous install and try again. But if that doesn't work.... can anyone tell me what to do?

Since I can't even come close to being able to afford CS4, I probably can't help much, but is there anything in the suite that says it all has to be installed?

I have heard you need to update the software to get it to work well in win 7..

The CS4 suites installs and works perfectly fine in Windows 7 64bit, both Ultimate and Professional.
I've installed the Design Premium, Production Premium, and the Master Collection on a few clients machines' had and no issues.

If the script doesn't work, call Adobe. They get on the phone pretty quick. Last time I called them when I had an issues with CS3 on our XP video editing workstation I was talking to a tech in a matter of minutes.
