The best option I can think of is to download an earlier version when it still supported Windows 7. According to some searches I made, 2.10.38 is the latest one to have this support, you can download it from their official webstie here: Index of /gimp/v2.10/windows/
Some other sources claim that Paint.Net is also able to handle this format. It also has the same problem that current versions don't support Windows 7.
