Purchase advice from eBay

Yes a credit card is the least of the 2 evils at least when not if there is a breach in security the maybe out credit money not real money like with a debit card or check routing numbers... ;)

Personally after reading the terms... I would probably get a pre paid card like a walmart card where it's really connected to nothing sort of like a gift card but how much cash you keep putting into it :p but I don't know if it will work because nobodies name is really connected to it :/

You still insist on saying that Paypal is a payment processor only- you have to use your credit card or bank account through them.

However, I have seen that the icon of a Mastercard is shown in the screen shot below, which means I can use a mastercard through Paypal.

What is the contradiction?

Mastercard IS a credit card.

You can buy goods and pay with Mastercard or you can buy goods and pay directly from your linked bank account.

I think he may be confusing his debit card for a credit card- yes, those can be used the same way, but they aren't a credit card.

Credit cards give you a pre-authorized spending limit which you have to pay back after using the card.

Debit cards can only spend cash that is already in the account- either a bank account or an amount paid to a prepaid card company.

No at all, Mastercard is completely different from Credit card, I think. I have a Mastercard on whose cover 'this is not a Credit card' is written. Also, My Credit card is my card which is used to withdraw money from the ATM machines of the bank issued my Credit card. However, I cannot use my Mastercard to withdraw any money from the ATM, although the same bank which issued the Mastercard and Credit card. The difference is that my Credit card is associated with my bank account number. However, my Mastercard is not associated with my bank account number.

1- If I am confusing A debit card for a Credit card. Then what difference is there between:
Debit Card
Credit Card
Master Card

2- If MasterCard was a Credit Card, then why would 'this is not a credit card' be written on the cover of my Mastercard?

Another questions is

Yes, Mastercard is one of the payment methods accepted by many online sellers at eBay.com, and so on. I can purchase directly from online sellers using my Mastercard. However, I have been expecting that Paypal payment would be different in delivering my items shipped to my specified shipping address in more reliable way than using Mastercard as you said some advantages of using Paypal below (I have never ever used a Paypal payment at all). So, I can be quite sure that my items will be delivered to me. However, I have been only using Mastercard for only purchasing programs which have not needed any shipping to my country. My most concern is stealing the items shipped to my country in Yemen customs .

1) Many sellers will only send to Paypal verified addresses. As long as the address you wish to send to is verified, it should be okay.

2) Paypal now allows up to 180 days to file a claim, and if for whatever reason you can't file a claim on eBay you can do so direct through Paypal.

3) Paypal's policy is that a seller must provide tracking that proves DELIVERY, not merely shipment. Otherwise the buyer is likely to get a refund on a claim.

As far as I know, Visa, Mastercard, and American Express are the 3 largest issuers of credit cards in the world.

Credit cards are the main business for all 3 corporations.

Visa has debit cards. Mastercard and American Express may have debit cards; I'm not sure.

This is Mastercard as it is known outside of Yemen:

https://www.mastercard.us/en-us/consumers/find-card-products/personal.html#/

Maybe you have something else entirely.

Perhaps you have a Mastercard debit card? My Visa debit card says "Debit" on the front to indicate that it is not a credit card.

Besides the obvious difference ?
Debit card is digital check directly from a checking account
Credit card is pretty much a loan with a credit limit.

Master card is usually a debit card but not always same as Visa/ Discovery card ....

Credit card is pretty much a loan with a credit limit.

Master card is usually a debit card but not always same as Visa/ Discovery card ....

Thank you both of you very much indeed,
To address these points, could you please go through the entire points below:

I have the following Cards in Yemen:
1- a MasterCard(screen shot below), sometimes called Internet Cards-Prepaid, issued by my bank(Tadhamon International Islamic Bank) in Yemen. But as said before, 'NOT a Credit Card' is written on it. So, a MasterCard is diffidently not a Credit card as ignatzatsonic said.
internet-card.jpg

2- Local 'ATM' Debit Card(screen shot below), which is with blue cover, but there is no Visa, Mastercard, American Express, or any other corporation mentioned on its cover at all. All what is said is 'This card could be used at all ATM machines and/ or merchants within Yemen only. With this card, I can withdraw money from my account /check all my account transactions via any ATM machines within Yemen only. However, I think I cannot use it to internet use since there is no CSC, nor any other digits typed in it. Except, there is a 16-digit number. (XXXX XXXX XXXX XXXX) . As a result, I think that this card is a Credit Card

Local 'ATM' Debit Card.jpg

3- I was having the International Visa-Electron Debit Card(screen shot below), which diffidently could be used at all ATM machines and/ or merchants worldwide. With this card, I was able to withdraw money from my account/ check all my account transactions via any ATM machines worldwide. But, my Bank cancelled such cards. I think that this card is a Credit Card as well.

visa-electron.jpg

Furthermore, In saying that MasterCards are not Credit Cards, I cite Tadhamon International Islamic bank Visa Card, issued by Tadhamon International Islamic Bank (TIIB), is one of the global payment methods that meets customers' needs who is willing to use credit cards worldwide either for purchasing, paying financial obligations and getting cash.

In conclusion, I think any cards can be used at all ATM machines and/ or merchants on the internet worldwide/domestically, then they are Credit/Debit Cards. However, any cards can be used at all merchants on the internet, they are not Credit Cards nor Debit Cards, but they are Internet Cards.

Secondly: Yes, Mastercard, and Visa-Electronic Card are ones of the payment methods accepted by many online sellers at eBay.com, and so on.

However, It doesn't matter whatever Card I can use, but what is my most concern as a Yemeni citizen is the reliable delivery to my specified shipped address in my home country 'Yemen'. Since most of the items shipped to my country 'Yemen' get stolen or lost in the Yemeni Customs. (I.e. Yemeni Customs don't care about delivering the items to a buyer). In my experience, I have been only using Mastercard/ Internet Cards-Prepaid for only purchasing programs which have not needed any shipping to my country. So, no worries have been there.. However, with purchasing items which need to be shipped, my problems would be here. So, I have been expecting that I would be given a different way in delivering my items to be shipped to my specified shipping address by using Paypal payment as Diosoth said some advantages of using Paypal below (I have never ever used a Paypal payment at all). So, I can be quite sure that my items will be delivered to me with using Paypal payment???.

Some basic things-

1) Many sellers will only send to Paypal verified addresses. As long as the address you wish to send to is verified, it should be okay.

2) Paypal now allows up to 180 days to file a claim, and if for whatever reason you can't file a claim on eBay you can do so direct through Paypal.

3) Paypal's policy is that a seller must provide tracking that proves DELIVERY, not merely shipment. Otherwise the buyer is likely to get a refund on a claim.

4) A seller's own stated policies really don't mean anything- it's whatever eBay and Paypal says are the rules regarding refunds or returns. This effectively kills "no returns" or "sold as-is" policies.

Also, I read at Paypal, this statement:
From payment to delivery, we're on your side.
If an item does not arrive, is damaged, or differs from the description, you may be eligible for a refund. Learn more about Buyer Protection.

So, would you think it is completely different when purchasing using Paypal payment even if my items would be shipped to such a country like Yemen. Put a hundred lines under Yemen.

Finally: Since items shipped to Yemen usually either get lost or stolen, I've been thinking of another way which is purchasing items with my credit card billing address(Note: My MasterCard with which I would purchase was issued in Yemen). However, let my Primary shipping address be my friend's Primary shipping address residing in another country (Saudi Arabia).

However, I have noticed at eBay.com, this statement.
Primary shipping address - This is where you'd like to receive items you purchase.
Note - Some sellers require shipment to a credit card billing address registered at PayPal (also known as a Confirmed Address).

Well, as the rule states, some sellers will only ship to the confirmed Paypal address on file. It's part of eBay's seller protection rules.

As far as not getting your goods- Paypal generally requires PROOF OF DELIVERY for packages. A tracking number isn't enough. Packages above a $250 value also must be sent in a manner that the recipient must sign for for sellers to receive protection. That may mean something like registered mail, which can be a slow delivery method. A recent purchase from Hungary took 5 days to leave Hungary, another 7 days to show up in the US and another 8 days to reach me. If a buyer files a claim against a package that hasn't arrived, the seller must provide tracking info that shows actual delivery, otherwise the buyer is refunded in full.

My bank debit card is a Mastercard- both Visa and MC issue debit cards.

You know what can happen when shipping to Yemen. We know what you've told us and are grateful we don't live in Yemen.

If you need to know the details of how Paypal, Ebay, Visa, Mastercard, American Express, Bank A, Bank B, or anyone else deals with purchases made by those in Yemen, you ought to contact them and ask for those details.

I wouldn't expect members of a computer forum to be authorities on the nuances of dealing with Yemen. I've read tens of thousands of posts on this forum and you are the only poster from Yemen that I can recall.

Good luck.

Thanks a lot,
No, it isn't not necessary that addresses are confirmed by buyers as said in the quote below.

Besides, my card which I am going to purchase with is NOT a credit card NOR a debit card. So,
How I Can Confirm an Address to my Paypal account with adding my Mastercard to my Paypal account as said in the bottom of quote below? I only get 'Request Statement' via my email address. Also, there is no MasterCard billing address (i.e., the address where I receive my MasterCard statement) in the requested statement.

Shipping to a Buyer’s Confirmed Address

An address is confirmed if the buyer’s credit card billing address matches his or her shipping address. In some instances, PayPal can also confirm an address by examining the buyer’s PayPal account history.

The Purpose of a Confirmed Address
Although the vast majority of unconfirmed addresses are not fraudulent, PayPal offers confirmed addresses as an additional layer of fraud protection. Confirmed addresses help guard against stolen credit cards and identity theft and decrease your chances of receiving a chargeback. However, it is important to note that you can still receive a chargeback for reasons unrelated to fraud.

Shipping to an Unconfirmed Address
Most unconfirmed addresses are not fraudulent and sellers don’t usually experience problems shipping to them. When you do ship to an unconfirmed address, PayPal encourages you to be alert to your buyer and minimize risk by following our Protection Tips for Sellers.

How a Buyer Can Confirm an Address
Inform your buyer on how to confirm his or her address, by communicating the following options:
Add a credit card to your PayPal account. PayPal will confirm the credit card billing address (i.e., the address where you receive your credit card statement).
Apply for PayPal Smart Connect. If you’re approved, the address on your application will be a Confirmed Address.
Alternate address confirmation. This process takes several days and is only available for U.S. accounts. To learn more, log in to your PayPal account and visit the Alternate Address Confirmation page.

My bank debit card is a Mastercard- both Visa and MC issue debit cards.
My MasterCard is not a bank debit card since it isn't linked to my current bank account, or otherwise I can use it at all ATM machines even at least within Yemen. Also, there is a note 'This is not a credit card' on the cover of my MasterCard. So, it means that it is not a credit card. This is strange.

Thanks a lot for your opinion.
I agree with you are grateful you don't live in Yemen. This is why I have been thinking of a way or at least a payment method which ensures me that my items would be delivered to my specified shipping address which is the same as my credit card billing address. In Yemen, items to be shipped usually get stuck/ more likely lost or stolen before delivering to a buyer's specified shipping address. Yemeni Customs employees don't even call a buyer's to notify him/her that his/her items are stuck for some reasons if they are. So, if there a way guaranteeing me that if my items wouldn't be delivered to me, then I would definitely be refunded regardless of where my items are stuck/lost/ or even stolen at the Yemeni Customs.

I have been thinking of using my friend's address in Saudi Arabia as my shipping address while I will be using my MasterCard address as my Mastercard billing address issued in Yemen. But, I am stumped by what Paypal said below:

1- No, it isn't not necessary that addresses are confirmed by buyers as said in the quote below.

2- Besides, my card which I am going to purchase with is NOT a credit card(there is 'this is not a credit card' typed on it) NOR a debit card(it is not linked to any current account of mine, I cannot use it to get money from any cash dispenser). So, How I Can Confirm an Address to my Paypal account with adding my Mastercard to my Paypal account as said in the bottom of quote below?

3- In Yemen, the situations were fairly acceptable. However, we've now been experiencing high ordeals, in particular since the Saudi Arabia, and their alliances have been bombing Yemeni lands for about six months -- this is an intolerable act of aggression against my country. As a result, No thing can be shipped to Yemen right now in reliable way. So, the items to be shipped have been usually stuck/ more likely lost or stolen before delivering to a buyer's specified shipping address. However, at these months of aggression, no thing can be shipped to Yemen at all. Yemeni Customs employees have NOT even called a buyer's to notify him/her that his/her items are stuck for some reasons if they are. This is why I have been thinking of a way or at least a payment method which ensures me that my items would be delivered to my specified shipping address which is the same as my credit card billing address.[/U] So, if there a way guaranteeing me that if my items wouldn't be delivered to me, then I would definitely be refunded regardless of where my items are stuck/lost/ or even stolen at the Yemeni Customs.

I have been thinking of using my friend's address in Saudi Arabia as my shipping address while I will be using my MasterCard address as my Mastercard billing address issued in Yemen. But, I am stumped by what Paypal said below:

My bank debit card is a Mastercard- both Visa and MC issue debit cards.
Do you mean that your Mastercard is a cash card(ATM card) with which you can get money from a cash dispenser?
My MasterCard is not a bank debit card(cash card/ATM card) since it isn't linked to my current bank account, or otherwise I can use it at all ATM machines even at least within Yemen to get money. Also, there is a note 'This is not a credit card' on the cover of my MasterCard. So, it means that it is not a credit card. This is strange.

Yes, after reading and googling in the internet for Credit cards, debit cards, and Prepaid Internet cards(in my bank is being called 'Mastercard), I found that that the card(Mastercard) I have now is a prepaid internet card, which is linked to nothing. But, I think I will be faced with another problem, which how to confirm my address to a seller with using my Mastercard which is not linked to any bank account number at all. This is why I have been looking for creating Paypal payment since I have been expecting that confirming the address by adding a card to my Paypal account would be give me reliable way to deliver my items to me. Or otherwise, I would be refunded.

This is it.

What more can be said?

You are the one in Yemen. We aren't.

Good luck.

If I want to purchase from Amazon.com, eBay.com, or any other online sellers while in Yemen, I need to pay for international shipping fees. However, I found a service called Global Wasel service, which is only available in the Saudi Arabia. That service will save the international shipping fees. So it is a money-saving idea.
Global Wasel service facilitates the shopping process of global stores requiring a postal address in certain countries, and that can be by connecting a companion address in America and Britain, dedicated to you in the state you want to buy from, by your national address in the Kingdom of Saudi Arabia, and then delivering that consignment to you via service «continued ». This service enables you to take shipment to you via Wasel service . This service enables you to utilize from the outstanding price to the value of shipping from these countries to the Kingdom of Saudi Arabia.

As a result, as long as this global Wasle service is only available in Saudi Arabia, I have asked a friend of mine residing in Saudi Arabia to give me his Wasel service address for both the US, and the UK.
The mechanism of service is as follows:
1- I would like to type in my Wasle address as my shipping address in shipping address form while purchasing from online sellers while in Yemen.
2- Once I completed the purchase, the items will be shipped to my friend's Wasel address I have typed in the shipping address.
3- When my purchases are delivered to global Wasel address, the Saudi Postal re-send them to my friend's national address in Saudi Arabia which is connected to his global Wasel address.
4- In the end, my friend will ship them to me manually.

Note: The shipping fee that is paid during the purchase process includes delivery to that address entered in that State, and it does not cover the cost to the Kingdom of Saudi Arabia.

How to pay for the delivery cost to the Kingdom of Saudi Arabia:
1- Upon arrival your purchases to your companion address in America and Britain, a shipping bill will be issued according to goods weight.
2- You'll be notified through SMS on your mobile phone or on your e-mail to notify the arrival of shipment to Saudi Arabia your purchases.
3- You'll be required to make the payment for shipment by using the method of payment through «pay off» system with local banks.

My questions are:
1- do you think that my item will be delivered in a reliable way?
2- as long as the service only give address in the UK, and in the US, do you think all online sellers will ship to these two addresses.
3- do you think I can utilize the advantages of the outstanding price to the value of shipping from these countries to the Kingdom of Saudi Arabia.
4-I only know that sellers at Amazon, eBay, Newegg, and HKTDC can ship to the US, an UK. However, not all the online sellers in all market websites can ship to the UK, and US(i.e. some online sellers only ship to countries other than the UK, and US)

Just by memory and reading a little here and there your problem could be that many sellers will not ship to 3rd party address when credit cards are used.

They are trying to make sure the user of the credit card is the owner of the credit card and the delivery address is the owner of the credit card address.

I also heard this message on the radio last Sunday.

My understanding for this is because their are way to many stolen credit cards being use.

Example:

Seller (A) receives payment with a stolen credit card and ships the merchandise through a bunch of 2nd and 3rd party shippers to Jumbo Mombo land.

The true owner of the credit card lives in New York and has their bank stop payment.

The seller (A) now not only doesn't get paid they also can't track their merchandise to retrieve the merchandise from the scum bag thief.

Thank you so much indeed Layback Bear,
I agree with you to a certain degree, however, there are some other points I disagree with:

1- even if a credit card was stolen, then how would a thief have used it(how to authenticate the validity of the user) as long as he didn't have CVV(this is a 3-digit code that may be required by some internet sites to authenticate the validity of the user), card's Expiry Date, and the cardholder name.

I only had experience using WebSurfer MasterCard card, which is a Prepaid Internet Card. To pay with it, I must have :CVV, card's Expiry Date, and the cardholder name. When I purchased my WebSurfer MasterCard, my account number, CVV, card's Expiry Date, and Password to log into my account were sent via my email. This information is not typed on the cover of my WebSurfer MasterCard card. Only MasterCard number is typed on the cover of my MasterCard.

So, if a thief had stolen my WebSurfer MasterCard card, then he would never have been able to pay with it.

2- at eBay community, when I asked them can my shipping address be different from my billing address, some members told me 'Yes. One can have several whipping addresses, I do, you just have to make sure the correct one is chosen is checkout.'

3- I would have had to use a 3rd party shipping address since nothing can be shipped to Yemen right now in reliable way. Even in the fine conditions in Yemen, the items shipped to Yemen usually get stolen or lost before delivering to a buyer.
