Q: Getting Windows Updates offline ?

I have a Windows 7 PC that will not be connected to the Internet. It has the Windows Firewall but no Antivirus app installed.

Is there any safe way of getting Windows Updates for that PC? That is, downloading them off-line via an XP Home PC?

If not, and I connect the Windows 7 PC to the Internet ONLY to get the Windows Updates, is the Windows Firewall and and a modem/router firewall sufficient? [NB: still no Antivrus app on that PC.]

Here is the home page of MS Technet security Center. Follow the links to what you are looking for (at least for security updates). You can also go to MS Downloads and search for specific updates by reading the monthly security bulletins to find out what's been released.

This is a good way to get the updates if you search on say, windows 7 x64 or x86 security updates, then just use the product sort option.. just add the ones you want to your basket and then view the basket and download them all.

Just choose the folder/location to save them in..

Download Center also offers an ISO image you can use to burn a disc with all the monthly updates (or you can extract them from the image using 7zip).

If you don't want to connect to the internet ever you don't even need the security updates.
For other updates just connect to the microsoft update page and download, your router/firewall will be sufficient for that.
