Questions about Windows security and User account

Can software be installed by a user in a Users account? I found the Opera browser software installed
in C:\Users\username\AppData\Local folder and not in the registry. I think it was installed by a USB key, because the only browser is Firefox 52.9 ESR where the downloads are password protected.

If this is possible, how can I prevent users from installing without disabling USB key transfers when it is an export?

Sorry for the rush answer. Assuming that it is a portable version, could it have been installed? If it's so, I don't think that the user is that sophisticated to place in appdata\local.

samuria, I finally managed to track down the history. It was the portable version installed on a USB and then the Opera folder of the USB was was copied and pasted into the C:\Users\userame\Appdata\Local folder.

Is there a way to stop users in Windows from using portable apps in general?
