Re-activated Windows 7 Home Premium, Images will not show thumbnail

On my desktop the images have thumbnails. My problem is that when I click on start and I click on pictures it just show names. I have attached a thumbnail. The pictures with no thumbnails is the Windows Pictures in start and the other one with thumbnail previews is the one in the my pictures folder. Notice they are both the same when I delete it in any of the 2 locations the images also disappear in the other place. Any help with this problem on how to show the thumbnails would be greatly appreciated. I am running Windows 7 Home Premium 64 bit SP1.

Thumbnails,
Click the Start button on the Taskbar,
Click on Pictures,
Click on Organize on the top left side,
Click on the Folder and search options,
Click the View Section and Uncheck the top option,
Always show icons and never thumbnails, select Apply to folders on the top and Apply and Okay on the bottom.
Return to your my pictures location, change the view of the page on the top right side next to the Question mark symbol, there is another symbol with a drop down arrow, click it and select Medium or large icons from the listed options.
Use Disk cleanup,
Click the Start button and type in the search box,

Click on the suggestion,
Once windows completes make sure you check the Thumbnails box click on Okay/ Yes/ Okay.
If more than one user uses this machine use System cleanup.
