Really slow and non responding internet

I have a Toshiba L550 laptop with a SSD drive 8GB RAM and have stripped it down and just cleaned about everything up - a long time ago. I now have 8.1 - upgraded from 7 and running is 7 style and up to the last four months have downloaded emails Youtubes etc etc with no problems.

However just lately over the last three months it has been getting progressively slower with anything on the net to which I connect with a 3G wifi adaptor.
I have updated the wifi adaptor driver in the machine and various other drivers that had new ones available. Have run that many malware scans and CCleaner sweeps it isn't funny. I am now at the point where I am thinking of wrecking the thing it has become so annoying.

I click on the IE taskbar icon only to find a message that nothing is responding and when it finally does after checking why - that in itself is a mystery - sites like YouTube and Ebay take forever to load and sometimes I need to shut them off and redo the start up from the taskbar. Rebooting has no effect and I have run chkdsk and sfc an there seems to be no problems.

Any suggestions folks as right now this machine is my only one available all the time:(.

Here are a few ideas - maybe they will help or maybe they won't.

Edit: Sorry - forget that. It's not for Windows 8.

Check your current connection speed and position the slider so that it matches.

Choose your adapter.

Choose "Optimal"

Apply changes ensuring that "Backup" is ticked. Reboot.

Also when connected to the internet try running these:

DnsEye

Run the program and start your browser. Look at the results and see if there's anything you can get rid of.

Also try running Crowdstrike's CrowdInspect to see what else is connecting:

Would you explain what a 3G Wifi Adapter is? Does that connect to a 3G modem?
