Reboot Loop, cant seem to fix it.

Hey guys. My computer keeps rebooting/resetting. Gets to the "starting windows" screen then resets. I can get to my motherboard BIOS and it does boot up in safe mode just fine (with and without networking).

Things I've tried already:
System restore to a earlier date
Tried repair disc
Pulled MB battery and reset
Checked all connections
New Power supply
Removed RAM and checked each one to see if their is any bad/malfunctioning sticks
Disabling all the startup programs (other then the WINDOWS startup stuff)
did the sfc /scannow, Nothing found

And some other things ive seen to try online.

Im not much of a computer guru but I can follow clear instructions..

Im stuck. Help..

So I got fed up with fighting it and decided to just do a full wipe and start clean with windows 10. It won't even let me do that. It got to 20% install and the computer reset. Now when I go to install I geting error 0x80070570 . Im so frustrated and sick of dealing with it.

Welcome to SevenForums!

I can get to my motherboard BIOS and it does boot up in safe mode just fine (with and without networking).

Go into Safe Mode cmd prompt . . .

[1] Restart the computer.
[2] Press F8 continuously as the computer starts to boot but before the Win 7 logo appears.
[3] Select Repair Your Computer at the Advanced Boot Options screen.
[4] Press Enter.
[5] Select Command Prompt.

First, type chkdsk C: /R [yes there are 2 spaces there] and press Enter.
Second, type diskmgmt.msc and press Enter. If you can, post a screenshot of what is displayed.
