Ok. I think I,ve got it. These times are being logged on a raw install - correct?
On a reinstall of 7, and then a reboot with Reboot vbs, I got 68 seconds. Still not competion for my Vista installation, but it has a year to go yet before final release. With Ms word 2007 installed, it drops back to 110 seconds and then, with my anti virus , to 165 seconds. So it has a long long road ahead, before it can compete with a customised Vista.

i had 61 seconds with no tweaking on a dualboot system. this isnt a fresh install. ive got all my programs installed. i shoulda ran this thing at fresh install!

If I'm not totally wrong you're talking about that little tweak: How to Speed Up the Shut Down Time in Windows 7

But it won't shut down your system within 2 seconds, it only decreases the time windows waits before it kills an app. In the tutorial it's set to 2000 milliseconds, therefore it's been referred to as "2 second shutdown" :D

They are, in any case, meaningless, unless comapred with another OS on the same, or identical computer.
On my average laptop, unfortunately, I am not so excited. Vista overtuned,7tuned as best is known. Full Programs and hardwARE. Lan and Internet loading. Avast doing its final thing.
Vista boot up in1.20 mins: 7 in 2.20
Both shutdown in about 10 seconds.
Both run programs at near enough, the same speed.
7 outclasses Vista in compatibility. Speed on the Internet about the same.

Is there a way to reduce the boot up time?
I have disabled all startup items and changed the number of processors at boot. my boot up time is 70 secs and i feel thats too high. How can i reduce it?

70 seconds is actually not bad. I am getting about 60 to the logon screen and another 10-25 secs to a fully usable desktop.

I disabled TMM as I have laptop n now my bootup time is 65 secs n after disabling indexing n VSS service, i'm now at 61 which is quite impressive. I'm not connected to Internet on my laptop hence could not post the screenshot. But I will soon!

Reducing waittokill timeout value in registry from 12000 to 120 reduced my reboot time to 60 secs. That's amazing!
