I believe Boot racer does not start timing till after the bios hands off to windows. My results are with the system running bare bones, no start-up programs or services. If I turn on services and my start ups I can boot in about 25 seconds and reboot is about 37 seconds.
Even on a clean install you will have allot of services that automatically start up, many of them are not needed.
