Reboot update loop after repair

My last thread on this subject appears to be dead so I am starting a new one.

W7 Ultimate installed via ISO from USB.
The reboot loop started months ago...
recently did upgrade/repair but it did not solve anything
Ran the mr. fixit tool
Ran SURT tool which installed some updates but I am still suck
Ran SFC in elevated cmd.
Still stuck!
