If I delete files and then go to the recycle bin, I can not see any of the files. Therefore if I want to restore a particular file I can not. If I choose to empty the bin, I get I confirmation to delete the correct number of files, but they are not visible. Any suggestions?

A couple of random suggestions.

Suggestion 1
Have you restarted your machine? If not, try this first...

Suggestion 2
Try browsing to it (this isn't a permanent fix, but if you are needing something now)
1. go to an explorer window
2. Tools> folder options
3. click the View tab
4. click show hidden files, folders, drives
5. uncheck hid protected operating system files.
6. hit ok...
7. go to the root of drive that you deleted the item off of
8. There will be a folder called $Recycle.Bin go to this
9. Then there will be some folder(s) inside, browse these.

Suggestion 3
Was this a clean install, or an upgrade? If it was an upgrade, it may possibly be an issue until you clean install.

It shouldn't be a permissions thing between the two operating systems, XP hid the recycled stuff in a Recycler folder. Did you attempt suggestion 2? If so were the files visible? After you empty the trash can, and throw something else in it, does it show up, or have you been waiting to empty because you want to revive something?

I have not tried #2 because I am at work. Will do so tonight. However, I have put stuff in the bin, not been able to see it, but have emptied the bin anyway, knowing what I put in there was trash. I have since put more stuff in there, but can not see the files. This happens no matter what I put in there. Fortunately I am careful about deleting, but others may not be. FYI, the icon does change to full and empty according to the whether there is or is not anything in the bin.

I tried your #2 suggestion. When I found the $recycle.bin, the folder was locked. WTF....so I shared it out to the home group, with Read /Write and I was able to see the file that I sent there. Also, I opened a file on my data drive (E), and was asked if I want to "permanently" delete the file, I said yes, as a test, and the file was gone....not in the recycle bin on the C drive, nor in the bin on the E drive. Again, WTF? What is with the locked folders and why did the file not go to the recycle bin. I am currently the only user, well me and the mrs, but we use the same user name, and there are folders that I can not get into (ie Docs and Settings), Access Denied !!!
Ideas???

1. By locked was there a padlock icon on the folder? That is normal. Or when you tried to access the folder did it say access denied?

2. When you deleted the file off of the e drive, was that over the network(through the shared access)? It's common practice when deleting something over the network that it isn't sent to any trash can, but immediately deleted. If it's a local file, if you were holding down shift and pressed delete the same permanent delete request will occur.

3. Which folders can't you access in docs and settings? This must be your XP installation you are accessing, This is acting correctly if it is, but you should be able to take ownership of the folders and gain access. I wouldn't recommend it, you might mess up your XP installation though.

4. You ought to try Brinks' Suggestion and delete the $Recycle.Bin folder (See his post for instructions Recycle Bin Corrupted - Cannot Delete File or Folder - Vista Forums)

#1--Yes there was a padlock on the folder, and yes if I tried to access it, "Access is Denied".

#2--No, it is not a network drive, it is a separate drive physically attached the PC. I use it as my data drive. I also have a drive F, which is also a separate drive attached t the PC which I use for backups.

#3--I managed to access the folder by going to Security on the folder and taking ownership. It is not the XP installation I was looking at because that OS is on a separate partition on the drive (D), while 7 is on C

#4-- I might try Brinks suggestions, but as a last resort.

What I don't get is that I should be the owner of these folders since I am the only User on the system, with Admin rights. Why would I have to go and "Take Ownership"?

You shouldn't be the owner of it, just as you aren't the owner of the files in Program Files, TrustedInstaller is the owner, but you should have full control under permissions for the $Recycle.Bin....

Concerning #3, the only reason I questioned if it was the XP installation was because you mentioned Document and Settings, and they stopped using Documents and Settings in Vista. They've switched to Users folder. But the Documents and Settings folder still exists and works like an static shortcut for compatibility. That's probably why it was access denied...
