Removing balloons when hoovering mouse over for e.g the Start-button.

Hey everyone!

Fist of all, sorry for the long title But yeah, the title says it all.
How on earth do I remove those annoying little balloons/windows that appear when I keeps my mouse pointer over something for a second or two?
