Is anyone else having this issue? The framerate would be a smooth 60 fps if it weren't for the constant stuttering. At irregular intervals it just freezes for a split second and sometimes hangs for a whole second.
I've tried every single fix that I've googled like updating the drivers and lowering the settings. No matter what I do, nothing seems to work. I thought it might be a hardware issue, but I starting to think it's just that my aging PC that can't handle 2019 games. I've wasted a lot of time in the same area of the game trying to troubleshoot this issue, and somehow racked up steam's play time counter to 5 whole hours while doing it. Now I can't refund it because of that and have to either give up or fix this issue somehow.
