Restarting Explorer

For a number of reasons, I sometimes need to restart explorer (e.g-customisation, tweaks, etc.). Normally, I would open up Task Manager, end explorer.exe and then go to New Task> explorer. Usually, this will restart explorer for me.

However, recently, when I type explorer or explorer.exe, I just get an explorer window at the libraries page (no taskbar, start menu or desktop icons). I have to log out and in again to get taskbar etc. How can I fix this?

I am running Windows 7 Home Premium x64
