Reverse Order of Taskbar Right click Items

Hey guys,

I was wondering if there was a way for me to reverse the order of the menu items that pop up when you right click an icon / active program in the taskbar. The reason I ask this is because I put my taskbar at the top of the window (where everything else is, browser navigation, folder address/navigation, just makes sense to me), but when I right click on an icon, the persistent actions pop up immediately, and if I go to click on one (like "close this window") then the recent or pinned items expand after a second or so, causing me to misclick.

The right-click menu is designed perfectly for a taskbar on the bottom, but it's backwards up top. Any way to get them reversed? Not technically reversed I guess, but just get the persistent items to be at the top.
