Is there any way to rotate the Windows Theme?

You could rotate the desktop background image with a Desktop Slideshow.

Unfortunately this isn't what I'm looking for. From what I can tell there's no easy way to do it through a menu. Perhaps it would be possible with a batch file or script that would change a registry value but I wouldnt even know where to start.
