Hmm... Trying to get an emulator for an Apple product may be tough. Apple is notorious for being very strict with it's IP. If it is an option, you may want to see if you can pick up a used iPad (1st Generation) off of Ebay or a Pawn Shop. With the iPad2 released, people will probably be willing to get rid of their first generation iPads at a fairly reduced price.

I would like to suggest that you speak with the school's Director of Academic Technology or their Director of IT to help you migrate for your home environment on PC.
Each school (elementary, secondary, and higher edu) is set-up differently as to which department is the SME (subject matter expert) for this and other topics.
Most advantageously, schools should be "bi" - as supporting PC and iOS software.
I am the Director of Distance Learning Technologies (also fits within the "academic technology" arena) at a Nashville, TN, university. I feel very strongly about OS diversity and support on all educational institution campuses.
