Running *.reg File Before Windows Starts?

I screwed up a system file association. I created a .reg file from a portion of a full registry backup from two weeks ago. When I try and run this .reg file it tells me that not all of the data could be imported due to certain system keys currently being in use. Is it possible to execute a reg file before Windows launches explorer.exe?

Double click the file in safe mode. Right click and run as admin too.

Thank goodness the problem is fixed. I came across this article which had registry files for restoring the default values for common system extensions. YAY!
