Solved Scrollbar Changes from normal to thin without my permission

I'm using Windows 7 on an HP Pavilion g7 laptop. For some reason, the scroll-bar changed itself to a very thin scroll bar. So, I went into Windows Color advanced settings and changed it from size 8 to 18 and saved the settings; however, when I come back to my computer the next day, it's setting is reset back to a size 8.

I've checked it with Kabersky's Rescue Disk and MalwareBytes and SuperAntispyware and Hitman Pro 64 and everything is fine.

The settings still change from my new saved settings to the thin scroll bar when I restart my computer.

Any suggestions???

I’ll have to see how this works. I went through the clean start process and used a lot of the same programs I usually use after I set the scroll bar setting. Everything was fine until I got up this morning and booted up again (I rebooted several times yesterday trying to troubleshoot). It was back to a thin width scroll bar.
Today I went into the registry using your JPEG and changed the settings from 0 to -255 and rebooted. I’ll have to see what happens by tomorrow.

It's Back to zero. ScollWidth in the registry that is. Another thing I noticed is that my minimize, maximize, and close buttons (only in Internet Explorer) disappear sometimes. I use Firefox, but my wife uses IE10. I'm going to keep the clean start going for now to see if I get any more changes with everything disabled.

Looks like the fix it solutions might have helped out my internet explorer it found something and fixed it. I also disabled 4 items in the start up section of msconfig and my scroll bar seems to be holding steady for now. I went through each one and disabled them one at a time with no luck; however, when all 4 are disabled it seems to work fine. So, I'll leave those items disabled because I don't think I need them. Two of them I haven't got a clue what it is. Module 3 and Module validator both with an unknown manufacturer.
