seperate setting for different user accounts

Is there a way to go into msconfig, apply settings and have them set for just one user account?

What changes you want to make into msconfig? You going to edit the startup programs?

Pretty much anything that will help. I am running Photoshop using a separate user account on my laptop and found that some of the plugins freeze and stop responding, but when I run with the minimum I get better results. My problem is, besides needing a better laptop, is when I switch over to my other user account those settings are applied to that one also. Is there a way around this or even a program that would allow me to work around this?

I don't think there's a way to apply settings for only one user account. We should think of something else
